In principle, only sovereign states can become COFR full members and have to go through an application process that can either deem them a full or ambassadorial member. The other members of the COFR vote on the intial application for ambassadorial member, while the Executive Department can promote it to full membership.

The second COFR official came into existence on 4 October 2010, after six Alliance of Independent Nations (AIN) members resigned and revived the COFR. An additional member, Atrubia, joined and formed the seven original members (or founding members); Insulo was the first member to go through the application process and was promoted on 9 October 2010, while South Chesapeake became the ninth full member on 1 November 2010. Posillipo became the tenth full member and first to advance from ambassadorial membership, which it did on 8 December 2010. Iryllia bypassed ambassadorial membership to become a full member on 11 December 2010, while Roumeli Island resigned from membership on 17 December 2010. On 26 December 2010, South Chesapeake resigned from membership and Oblast Of Óstrëlaka joined three days later. Republicá Polinesió joined the COFR as a full member on 17 January 2011.
